CEO and Founder

In 2021, Max Chesnoff founded Rever Healthcare Solutions to provide cost-effective, personalized, and intelligent administrative solutions for the healthcare industry. Drawing on his extensive frontline experience, he recognized inefficiencies and identified opportunities to boost facility productivity, allowing managers and owners to focus on delivering the highest quality client care and driving sustainable growth.

Max began his career in the mental health and dual-diagnosis treatment field in 2016 and has steadily advanced through multiple roles, including Technician, Tech Supervisor, Operations Manager, Human Resources Manager, and Administrative Director. This progression has given him first-hand insight into the daily realities of treatment programs and a deep understanding of the unique human resources needs within the behavioral health industry.

Throughout his career, Max has worked closely with executive leadership and upper-level management, which helped cultivate his passion for overseeing the business and administrative functions that support high-quality client care. His diverse experience has equipped him to align HR policies and procedures with the rigorous standards of TJC, DHCS, IMS, and DSS licensing and accreditation. He is well-versed in California HR laws and brings extreme attention to detail to every aspect of his work.

Max has direct experience managing all facets of HR operations, including employee relations, payroll, benefits administration, hiring, separations, and maintaining meticulous, up-to-date personnel records. His comprehensive perspective allows him to approach HR leadership with practical knowledge and genuine empathy for frontline staff.

Catherine Chesnoff

Chief Compliance Officer

After earning her Bachelor of Arts in Psychology from California State University Northridge, Catherine Chesnoff embarked on her career in the behavioral healthcare sector in 2016. She began as a Residential Counselor & Case Manager, specializing in substance use and dual-diagnosis treatment, working across various facilities in Los Angeles, CA. Catherine’s exceptional administrative skills and keen interest in clinical criteria eventually paved the way for her transition into medical billing.

During her time overseeing the Health Information Management Department at First Commercial Billing & Hansei Solutions, Catherine led a team of VOB & Medical Records Specialists for 5 years. It was during this time that she discovered her passion for training and education, regulatory compliance, and risk management. Her remarkable achievements in her billing career includes successfully navigating over 50 pre-payment and post-payment review audits within her first three years in management. She substantially reduced Payor refund requests by up to 150% and removed Providers from audits within an average timeframe of 60-90 days, resulting in significant cost savings of over $150 million in claim payments.

Catherine is proud to bring her extensive knowledge of insurance billing & medical necessity criteria to the Rever team. Her auditing & compliance background give us a unique advantage in HR compliance, payroll management, benefits administration, and clinical documentation compliance. As a staunch advocate for mental health and substance use recovery, she is deeply committed to assisting our clients in delivering high-quality care and treatment to every individual they serve.

Riley Shepherd

Chief Operations Officer

Riley Shepherd is our COO at Rever Healthcare Solutions. Riley has over 7 years of experience in the substance use field ranging from Operational Management of several facilities to SUD/MH Insurance billing. He assists our client’s employees with onboarding, auditing of credentials, assuring files are up to date at all times, and assisting with payroll services.

As someone who has experience not only as an employee, but as a client of a treatment facility, his passion is giving back to a field that helped save his life and others. He believes treatment is an essential process for individuals suffering from Mental Heath and/or Substance Use disorders. Ethical and honest treatment services are what motivates him to continue contributing to this field.

Rachael Spivack has had the privilege of serving as an insurance broker since 2005. Over the course of her career, she has developed a specialization in various areas of insurance, including health, life, disability, Long Term Care, both small and large group plans, as well as Individual and Family plans and Medicare options.



With nearly two decades of experience, her commitment lies in providing comprehensive insurance solutions tailored to the unique needs of her clients. Rachael possesses a profound understanding of the Affordable Care Act, which enables her to assist clients in navigating the complexities of their insurance choices. Rachael’s goal is to ensure that both employer and employee needs are met effectively, fostering a supportive environment for informed decision-making.
